It is the vision of the Perry County Fiscal Court to promote a diversified and healthy economy which will in turn develop strong communities, assist and support existing businesses, encourage entrepreneurship and new businesses, promote a better quality of life, and sustainable economic growth utilizing all the resources Perry County has to offer.
Mission Statement
It is the mission of the Perry County Fiscal Court to steer positive and sustainable economic development in Perry County using coordinated and implementable processes that involve the utilization of the county's strengths, assets and available resources to promote a clean and healthy environment, increase the quality of life, and provide opportunities for a trained and educated workforce to earn a decent living.
As part of Kentucky's overall strategic plan to transform the workforce development system, the state created this framework whereby communities can agree to meet certain educational, workforce development, and collaboration goals in order to earn "Work Ready Community" certification. Perry County submitted an application in August 2014 and received the "Work Ready Community In Progress" designation. An application for certification is planned for submittal in January 2018. The certification will show those entering the workforce will have the educational and soft skills required to be productive, and be an asset to employers.
Perry County has 3 Opportunity Zones. A Kentucky Opportunity Zone is a low income U.S. Census tract that encourages individuals and corporations to invest in a variety of economic development projects through “Opportunity Funds”. These areas in Kentucky – both urban and rural – have been classified as low-income or undeveloped. In fact, over half the communities eligible for designation as Opportunity Zones had fewer jobs and fewer businesses in 2015 than in 2000. Opportunity zones were created by Congress to encourage long-term investments in low income urban and rural communities nationwide. In Kentucky, 144 sites in 84 counties have been designated as Opportunity Zones.
Perry County is a Small Business Administration HUBZone. The HUBZone program fuels small business growth in historically underutilized business zones with a goal of awarding at least three percent of federal contract dollars to HUBZone-certified companies each year. The government limits competition for certain contracts to businesses in historically underutilized business zones. It also gives preferential consideration to those businesses in full and open competition. Joining the HUBZone program makes your business eligible to compete for the program’s set-aside contracts. HUBZone-certified businesses also get a 10 percent price evaluation preference in full and open contract competitions. HUBZone-certified businesses can still compete for contract awards under other socio-economic programs they qualify for.
